Compiling wgrib2 with netcdf3 on a 32-bit OS is problematical.
The compile fails when the netcdf does a self test.  This problem
has been observed with cygwin and 32-bit ubuntu 13.04.  Note
that 64-bit Ubuntu 12.04 and 13.04 work fine.  

Sugested work around.  Compile with netcdf4 support.
