        rather than using .h for the various values .. use code

int code_table_X_Y(sec)
        returns the value of code table
        -1 if no table

int flag_table_X_Y(sec)
        returns the value of code table in lowest byte
        -1 if no table

         Use code_table_X_Y(sec) and flag_table_X_Y(sec) to get code and flag values instead of 
           using entries in the grb2.h file.  The code and flag tables move around so much, code 
           is better than .h entries.  The grb2.h equivalents of code/flag_table_X_Y are going to 
           be eliminated with time.
